Have a look at CSCdt62297 for the workaround for RTM. For DFM, login and goto Administration->Trap Configuration->Trap Receiving and change the listening port to some other value which is not conflicting with HPOV like 9000. In this case, you'll also have to check the Restart DFM Server box before clicking on OK so that the changes take affect. Same applies to Trap Forwarding screen as well.
