No EIGRP log-neighbor-changes

Does this command disable the EIGRP updates from being sent out to the next hop Cisco router or does it ignore the changes sent from the neighbor?

Neither. This command just dictates whether or not the router enters a line in the log when a neighborship state changes. No effect on the operation of the protocol whatsoever. If you want to disable updates use the 'passive-interface' router command under EIGRP. Be warned that nothing will then be sent so no neighborship can be formed - effectively preventing updated in either direction. Finally, there are distribute lists as an option.
