Nokia routing OSPF with Cisco3640

I'm having problem routing between the Nokia 440 and Cisco3640. The firewall has not been loaded on the Nokia yet. When I do a tcpdump on the Nokia, it looks like it is sending hellos to itself. For the Cisco3640, the hellos doesn't reach the nokia. Any ideas?

One thing to make sure is that you have physical layer established. It seems like there is a configuration issue on the Nokia if it is sending hello's to itself. If you have physical layer between the two up/up then it is definitely a configuration problem. You will need to contact Nokia to help with that config and possibly contact Cisco if after configuring the Nokia still does not work so they can help with the configuration of the 3640.
