NT1 Converts U Interface to S/T is reverse is also true?

If i have a isdn simulator with S/T interface can i put NT1 and convert the signals into U standards . Can I then put Router with wic-1b-u ?

NT1 is between reference points T and U.

S----NT2----T----NT1----U----Provider.

For US, NT2 is built into the router and we interface with provider at U. In some countries, UNI is reference point T.
