older ios (10.3) routing protocol problem

I'm in the process of reworking the IP structure for a client. I'm setting up remote sites with class B private subnetted as class C (172.22.1.0 /24) with each site getting a new subnet. First site coverted fine. When I add a second site IGRP (or EIGRP) reports overwrites the 172.22 net rather than just listing a new subnet under the first. Result is intermittent pings to either site 40% or so.

My question is, might this be caused by the old OS? Did 10.3 (came out in 95) support class B subnetted to class C. Should I persue upgrades or concentrate on configuration. These are old routers with 4mb flash & client doesn't want to upgrade.

Does this occur with both IGRP and EIGRP ?

is the ip classless command in the routers ?

are you adding the new addresses as secondaries or

primaries ?
