Optimal performance statistics

I need some numbers on what constitutes optimal performance on 3600 routers, 2950 switches and 525 firewalls. Specifically, I am looking for thresholds for the following:

CPU utilization

Interface utilization

Memory utilization

If someone could provide me with those numbers or give me a URL where information like that is posted, I would appreciate it. I've looked all over CCO and have been unable to find anything.

I do not believe that there is anything published on these lines but basic queuing theory states that performance starts to degrade as utilisations exceed 50% and start to degrade steeply as they approach 70%.
