OSPF dead timer parameter

When the command states that the time must be the same on all devices on the specific network does that mean the ospf area or something else?

It only means that you should maintain same hello and dead time parameters between neighbors on a link. If its a point to point link you need to maintain it only on the interfaces of the neighbors on that link. If its a ethernet segment then you need ot maintain it on all neighbors sharing that segment. You can have different timers configured on different segments (within the same area). Only requirements on individual segments, the timers should match between neighbors.
