Can anyone tell will the max-metric wait-till-bgp timer start even if bgp process is not running or will it check for the bgp process before it starts the timer. My understanding is that it will start the timer and wait till the timer expires even if the bgp process is not running. Please let me know if i am wrong.
It won't check for the existance of a bgp process first. It should just set the timer, and wait for bgp to notify the ospf process that it has converged. If bgp isn't running, it will never receive this notification, and it will simply wait the maximum time.
