your router establishes a full adjacency only with the Designated Router (DR) and the Backup Designated Router (BDR). All other routers have a 2-way adjacency established. This is normal behavior for OSPF. Only your DR and your BDR have full adjacencies with all other routers. That is actually the whole idea of having a DR and a BDR, in order to reduce the amount fo LSAs that would be sent of all routers would have a full neighbor relationship.

coz in ospf Ethernet 1 router be a DR(highest router ID or highest ip address on loopback if not then on interface or ethernet) and 2nd BDR(2nd highest router ID or highest ip address on loopback if not then on interface or ethernet) and other are DROTHER.
