OSPF router ID election.

"Ordinarily the loopback interface would be selected as the router ID. In the event that no loopback interface is configured, the router ID will be the first active interface that comes up on the router. If that particular interface has more than one IP address, then the highest address will be selected as the router ID" What is "first active interface" mean? What if there are two interfaces one running RIP and the other run OSPF, but the RIP interface active first, will the router use IP address of the RIP interface as OSPF RID?
