PIM DR Neighbour state changes due to aggressive HSRP timer?

Has anyone ever come across a problem where aggressive timers configured on the HSRP group cause a regular PIM neighbour state change?

Check combined multicast+unicast traffic is taking up what percentage of bandwidth and how much spare is left for control traffic. Qos configs might help to prevent dropping of hsrp/pim traffic in kind of situation.
