Is this a transversing a public frame relay cloud? If it is then a 0k CIR is never a good idea. Speaking on a Frame Relay level only, all of your transmitted packets would be tagged discard eligible (DE) If your cloud providor has any kind of network congestion on their network your traffic will be dropped and forced to retansmit. I am currently on WCom's network and they are reporting upwards of 95% of DE dropped during peak business hours.
The impact of this would be different for different applications, and would depend on your providors over subscription rate.
A 0k CIR guarantees high packet loss, and extremely slow transmission speeds.
