Can port security be enabled on IOS? I have seen it's ability on Cat OS, but I have not been able to find anything on IOS. Are there any limitations on switches that can't support port security?

On IOS for the catalyst 6500, it is not supported right now. There are plans to support it in an upcoming release. Perhaps someone else can comment on the other Cat switches.

Port security for Cat4006 with Sup3 will be supported in an IOS release expected early next year.
Port Security is already supported in 3550/2950

To set port security using IOS do the following:
interface interface - Enter interface configuration mode for the port you want to secure.
port security max-mac-count 1- Secure the port and set the address table to one address.
port security action shutdown - Set the port to shutdown when a security violation occurs.
