Prevent serial interface fail-over

I've an advice to ask you all.

I need to use two serial ports configured with two E1 frame-relay lines.

one of these lines is configured as secondary, actived only if primary is down.

How can i set up this configuration on a router 2621 with 12.0 IOS?
