privilage levels in the switch and routers

I want to give privilage levels for telnet sessions 5 persons. I am a adminstrator. How do i configure in the switch (catalyst 4003 , 4006 , 6000 , 6509 series ) and in the router (3640 , 1600 , 2609 , 2500 ). Can you pls let me know ??

Use "user xxxx priv n" command on your IOS routers.

AFAIK there is no privilege model on CatOS devices (only enable password).
