I have a Cat. 5509 on my live network which I am unable to ping, telnet, nor connect to via the console port. However, all user connections on the switch are functional. CPU utilization is next to 0. What is the problem?

You are probably using the wrong console cable or the cable is bad.
I think SUPIII needs a rolled console cable, whereas the SUPI/II use the straight through cable
Almost always you should be able to console into the switch. Make sure you can connect via the console on to a similar switch if you have just to make sure your console cable or PC com port is fine.
You should power cycle the switch if none of them is conclusive. If the cable is fine, you should see something on the console when it boots up.

On our 5509's we use a normal CAT5 patch cable with the serial adapter to connect to the console port, not a console cable.
