Problems with Accounting-On/Accounting-off on 5300

I noticed that my 5300 router with IOS 12.1.3 doesn't send Accounting-On/Accounting-Off packets to my radius server while rebooting. It works on 2611 (12.0.7) well. Have I missed something? Thanks in advance

Not sure what do you mena by "while rebooting". BUT

We need to see the debug for "debug radius" and "debug aaa accounting".

Pl. make sure that you have aaa accounting configured correctly. like

aaa accounting network default start-stop group radius

Thank you very much for your quick answer. in "while rebooting" I mean it doesn't send Accounting-Off packet before it goes down neither Accounting-On after it boots up. This router is a VoIP gateway so the only accounting line in configuration is

aaa accounting connection h323 start-stop group radius

now, If I add "aaa accounting network default start-stop group radius", will this change accounting of h323 connections? I mean I don't want to have the copies in my database. my configuration works fine for me. The only thing I want to add is Accounting-On/Accounting-off packets' support. Hope this describes my problem better. Thank you in advance
