DBL = dynamic buffer limiting that is enabled by 'qos dbl' command on 4500 switches.

Well, DBL works with AQM (Active Queue Management) which is a congestion avoidance type of QoS. Congestion Avoidance is usually considered bad in a voice environment because it drops packets and dropped packets will cause poor voice quality. You probably don't want to use DBL for voice and you might want to be careful with it for TCP flows.
