QoS message on Cat 6509

For our edge switches, we have recently replaced 6509/sup1 switches with 6509E/sup720's. Part of our configuration applies a QoS service-policy to each interface, but when we do so, we get tons of "%QM-4-AGG_POL_EXCEEDED: QoS Hardware Resources Exceeded : Out of Aggregate policers" messages and it does not apply the service policy to all the interfaces. (There are 2xsup720-3B, 1x6408-GBIC, and 6xWS-X6148A-45AF in the switches).

What do I need to do to the config (see attched) to correctly apply the QoS policy to all interfaces on the switch?

Rather than applying the service policy to every physical interface in VLAN 100 which will take up more resources, can't you just use VLAN based QoS and apply the service policy to interface VLAN 100?

Would this be applied on this particular switch, or the core switch that actually does the routing?
