I'm having trouble getting QoS working on my 7513. I have a channalized T3 with several 2651s. I'm deploying voice and have the QoS working fine from the remote sites. The traffic from the central site (7513) to the remotes is not being prioritized. Here is what the QoS section of my config looks like:
class-map match-all VOICE
match ip dscp ef
class-map match-any CALL-SETUP
match ip dscp af31
match ip dscp cs3
!
!
policy-map Qos-Policy
class VOICE
priority 200
class CALL-SETUP
bandwidth 8
class class-default
fair-queue
I have this policy tied to the serieal interfaces and have enabled distributed IP CEF.
What am I missing?

From what I know, QoS on the 7500 is only supported on VIP-based cards. You might have to install a VIP-based serial card to use QoS.

I believe that I have VIP based cards. Here is a section from my sh ver command.
3 VIP2 R5K controllers (4 FastEthernet)(4 T1)(1 Channelized T3).
4 FastEthernet/IEEE 802.3 interface(s)
Doesn't the VIP2 indicate a VIP based card?
