QOS over a 2mb leased line

I'm wanting to use QOS in our remote site, which is connected to our main operations centre by a 2mb leased line. We transfer large video files and don't want to this to take all the bandwidth, as we have other prioity services needing to use the bandwidth aswell. What would be the best way to do this? We are using a 2600 router in the remote site...

you have two options:

a.) you can police the video transfer to for example

1mb/s - so you have 1mb/s free for other traffic

the disadvantage: if there is no other traffic video can use only 1mb/s

b.) you can implement cbwfq, where you have two classes - one class for "the other" traffic for which you guarantee for example 1mb/s.

video-traffic is in the other class or class-default which has no guarantee

so video can use 2mb/s if no other traffic

if there is other traffic, this traffic has a guaranteed bandwitch of 1mb/s
