How to cap the each IP at 64kb of particular network block in 4700 series router.?

From your post I understand that you want to limit the rate of IP traffic to 64Kbps. I think you can use Generic Traffic Shaping for this. Define an access-list that will permit those IP traffic that you want. In the interface configuration mode, use the

"traffic shape group "

command.
