To enable communication between VLANs you need a router, or Layer3 functionality. Do have a 3550 with L3 image?
If not, you will need an upgrade or an external router.
Once your routing functionality is operative, you can start to filter traffic, hence only passing packets that are allowed .
To filter traffic between vlans, you need to apply access-lists to the routing-interfaces.
