RAS ISDN Multilink not working on Callback

I cannot get multilink callback to work to Windows Clients (2000 & XP, have not tried others). The clients can call in with 2 B Channels to a PRI or BRI but callback will not bring up a 2nd channel. I do not see anyplace where the client can be configured to call a 2nd time or to monitor the link threshold.

Below is a show multilink and part of the config.

Hardware is a 3640 running IOS v12.2.12a

Need to know that does router even initiate the call on 2nd channel or not. You have configured "multilink load-threshold 2 either" which will force the router to callback when the load increase. So once the 1st channel is connected after callback, try to pass the interesting traffic to increase the load on that link and that should trigger the call on 2nd be channel too. If not, we need to see the debug for following during dialin and callback
