rate-limit on Catalyst 6506 w/MSFC, IOS

We have a Catalyst 6506 with MSFC/PFC. FE 2/1 on the Cat 6506 is a routed (L3) interface used as an uplink to one of our routers. Will applying the following to FastEthernet 2/1 have the desired effect of limiting the output rate on the FE 2/1 interface to 20Mbps, or will it not limit the bandwidth (like applying a rate-limit to a VLAN interface)?

interface FastEthernet 2/1

rate-limit output access-group 4 20000000 500000 500000 conform-action transmit exceed-action drop

access-list 4 permit any

access-list 4 remark Rate-limit all except internal network

The reason I ask is because when I do a 'show int fast 2/1 rate-limit', the counters look low for the amount of traffic going through the interface. The outgoing bandwidth of the interface is 2.1Mbps (260 pps). The 'show int fast 2/1 rate-limit' shows:
