Unfortunately this functionality does not exist on the Catalyst 5500 Series. The ability to limit port bandwidth like you desire is available using Commited Access Rate (CAR) on any IOS router, and also through policy maps on a 6500 running Native IOS. The 5500 simply does not have the logic to classify and limit traffic available in the hardware or software. I have attached a few links on CAR and Policy Maps.

Commited Access Rate (CAR)

Per Interface Policer (Policy Maps in Native IOS)

Thanks for your reply
