Receiving often "Destination address is NON-ISDN" error

When establishing a ISDN connection from out Italy (Cisco801) to Holland (Cisco2610) we half of the time receive a “Destination address is non-ISDN” error . The same configuration in other branches in different countries is working fine.

If the originating switch does not include a progress indicator in Setup messages, the originating gateway assumes that the originating switch is ISDN and expects the switch to generate the ringback tone. Previously, the originating gateway generated the ringback tone regardless of the PI value in the Setup message.
