report: can't ping the NATed IP address from local LAN
I have a server (188.8.131.52) behind firewall and it was statically NATed with a routable IP address xxx.xxx.190.143. Right outside of the firewall, I have a PC with public IP address xxx.xxx.190, for the testing purpose. I am trying to ping xxx.xxx.190.143 from the same LAN segment and failed. Tried to ping xxx.xxx.190.143 from Melbourne and had no problem at all; i can even ssh into (through the firewall) that box from melbourne, but i just can't ping the public IP address xxx.xxx.190.143 from the same xxx.xxx.190.0 segment (right outside of the firewall). Strange

That is nothing strange here. On the PC outside the firewall, Just add a more specific static route for that inside server xxx.xxx.190.143 with next hop as the outside interface of the firewall. It should ping then.
