reset interface

I have a 2600 series router connected to a adtran csu/dsu, a few times I had to

do a shut and no shut to bring the interface backup. I noticed on the adtran that the adtran was configured for cts to always be high, my question is does the cisco router look for cts to always be high.

A high CTS corresponds to a full duplex setting. This should not need to be modified independently of the duplex setting.
