Restricting Simultaneous TCP Connections per IP/USER

Is there any way I can restrict TCP connections per user.

any IOS feature /Access list implementation or any device ...

What is the device that you are using. If it is a PIX firewall then you can use ACLs to restrict TCP connections, but am not sure if it can be done per user.
