I was trying to download CISCO-QUEUE-MIB to be used on HP OpenView NNM, and realized that to use the mib I also need RFC-1212. I found some websites from googles that I can download RFC-1212, however, those are the "uncompiled". My question is, how do I download it and compile it on HP OpenView? Or is there somewhere within Cisco website that I can download the one already compiled?

These mibs should come standard loaded on any SNMP stack. You don't have to manually load it.
RFC 1212 (Concise MIB definitions)
RFC 1215 (Convention for Defining Traps for use with SNMP)
RFC 1212:
