When a bridge with a priority of 0 comes online, I want him to take over as root from an existing root bridge that also has a priority of zero. Assuming that the new bridge has a higher mac address, how can I make this happen.

The MAC address used for the Bridge ID is being taken from a fixed pool of MAC addresses existing on the switch. You cannot modify them. The only way to make sure one particular switch becomes the root is being making sure it has the lowest bridge priority.
The CCIE test states that both bridges have the same lowest priority, but the one with the higher mac address MUST becomes root; perhaps there is a special command?
There is no way to change the MAC address used in the Bridge ID. You can only play with the bridge priority to select which one will be the root.
