Router Autoconf cpu-killer

I have before me a Catalyst 3524XL. A 'show proc' shows that the CPU utilization for the last 5 seconds, one minute, and 5 minutes is 99%. This never changes, and the switch is slooow.

A 'show proc cpu' shows that a process named "Router Autoconf" uses approximately 60% of the cpu. What is this process? Can it be stopped?

The config is very basic, and I have tried 2 switches with the same config, with the same problem. Thus - probably not a hardware problem.
