Router Booting to rommon

My router keeps booting to rommon. I type in boot, then it loads flash and everything is back to normal. Then if reload or reboot the router, it goes right back to rommon. I have erased flash, nvram, reinstalled flash, set everything to default i.e. out of box settings and issue remains.

Router: 831 SDM

Flash 12.3.14T6

Memory: 18/64

With the router booted up type 'show version'.

This will display the configuration register setting.

Im guessing it is currently set to 0x2100 or 0x100.

If so, change it to 0x2102 with 'config-register 0x2102'. Then reboot.
