Routing from 1700WIC to 1700WIC to internet access

In one city I have a 1700 (A) that connects the LAN to a server and another 1700 (B) that routes to the internet. In a second city I have a 1700 (B) connecting thru a T1 to 1700 (A) but I can't get to the internet or see 1700 (B). What do I need to do? Thanks, Shem

Are you running routing protocols?

Have you checked router B to be sure that it had a default route to A?

Does router A have routes to router B's ethernet?

Sounds like a routing issue since you didn't mention firewalls, access-lists, NAT, etc...
