Routing over two WAN feeds from different ISPs

My question is this: When using a router with two WAN links connected to two different ISPs will devices configured with static IPs be able to communicate both directions if the primary feed fails?

I believe that if all of your addresses are handed out in a private range by the router that this is possible however I am not sure in this case without spending a lot of money.

Having end stations (let's say PCs) with static IPs has no effect on the routing of your network through 2 ISPs. Even if you assign IPs dynamically (via HSRP) the PCs IPs will not change just because a link to 1 ISP goes down.

Are you asking a different questions here ? Are you using the wrong terms ?
