RS Access - User Intermittently looses connections to RAS Server.

Is it user's modem "Ss the question?"

Can we say the above problem is due to a faulty modem at user end?

It happens about once or twice a week.

This could be due to the following bug CSCdw77893 which you can view at this link. http://www.cisco.com/cgi-bin/Support/Bugtool/launch_bugtool.pl You may need to upgrade your probe version as well.
