I wish to know how one can set a multilevel centralised banner message when the router gets booted, and appears as shown below

I am also unable to create banners in Uppercase only. It displays all messages in lowercase ? Thanks.

Well, you can use characters or space characters to push the message to the center of the screen. The space character is considered as a valid character in the message. So as I told before, you can edit it in an app software like Microsoft, put enough space before each line, and selecte
For example the following example might help
banner motd ^C
**** AUTHORIZED USERS ONLY ****
UNAUTHORIZED USERS PROHIBITED
^C

What do you mean by multilevel centralised banner ??
Try editing the banner in a notepad as follows and paste it.
banner motd #
