It's just another form of media converter much like a GBIC. So, the function is the same as GBIC or any other media converter to allow you to connect to the switch port that uses SFP. Not sure how else to explain.
I think they come in different speeds. The ones I recently got were gig copper sfps. I think its main goal is to allow for fiber or copper at different speeds. say you dont want to spend the money on a totally gig switch, as they are more expensive, well you can get a 10/100 switch with 4 sfp ports in which you can place gig sfp modules to uplink over your existing copper links.
