share bandwidth policy

Hi,

I was setup an 1700 cisco (ios 12.1) about several Subnets in my network to be able use Burst bandwidth. I would like to share equael or specific rate to each them ( per IP or per subnet ) when the traffic congestion. Then If traffic no congestion each Subnet could be burst speed to specific of Bandwidth speed.

Which solution I should do?

You might want to consider configuring CAR to limit the input or output transmission rate on an interface or subinterface based on a flexible set of criteria

My rouer (cisco 1700 iso 12.1(T)) haven't rate-limit command. I could share unallocated bandwidth to my subnets by policy-map command. but now i want to know how i could put a limitation on max bandwidth for subnets.
