Share Bandwidth Policy.

I was setup Cisco 3620 to ISL Trunking about three sub-interface and share for three Department.So, L/L bandwidth about 256 Kbps. I would like to share equal bandwidth (Divide by 3, about 85kbps/Dept) when the traffice congestion. Then if traffic not congestion each department could be burst speed to maximum of the L/L speed.

Which the solution I should do?

You can apply rate-limit on LAN interface to restrict

each department do not send more than 256kbps.Use CBWFQ on the L/L interface so than bandwidth can be share.
