slow network traffic

I have a CISCO 2620 router that connects to an Internet VPN, I also have two Adtran atlas 550 router that connect a frame relay network to the local network, the problem is when one of the Adtran routers is connect to the local network traffic slows to a crawl. Ping response time is at 30 ms when the Adtran is off the local network and around 800 ms a short time after the router is connected to the local network.

Sounds like maybe a routing loop. You’ll want to troubleshoot this with the Adtran support people.
