Is is possible to configure a Cisco router to have separate groups have access to different parts of a router configuration via SNMP community strings?
I.E One group have access to Physical interfaces, and another group have access to areas such as VPN configuration..

You can configure snmp "views", give them different community names, and control what mib's they contain.

I think you also can configure views by managers IP address i.e. one manager can access one view and another manager can access another view.
