Q:"Is the port priority is only applicable to root switch?"
A: No, it's applicable to any switch.
Q:"I was trying to change the port priority of a non-root switch and it doesn't change although it reflect on the config file."
What are you trying to do? To move a root port on a switch from one to an other? If yes, don't forget that you have to change the priority of the port on THE OPPOSITE SITE of the line - i.e. on the opposite switch. There is an easier way of tuning root ports: change port cost (or portvlancost).
