STP and lowest port number priority

I have read this :

"Port priority is based on lowest priority, and lowest port number. Because of this, then 3/20 would become the root port and 3/25 would be blocking".

Is there a relation bewteen a port number ( lowest , highest ) and a STP ?

The STP decision process uses the following to determine the "best" BPDU received by a switch:

- lowest Root Bridge ID

- lowest root path cost

- lowest sender Bridge ID

- lowest sender Port ID (that's where what you have read comes in)
