syslog

Routers use the default port (udp 514) to send logging information to a syslog server. Is there any way to change the port number on a router ?

There doesn't seem to be an IOS cli to do this, but you may be able to pass the syslog through a device and do PAT on the traffic if you must use a different dst TCP port. What is the nature of your syslog server requiring this deviation from standard?
