When I attempt to telnet to a remote switch, the session skips past the passwords, and in the terminal window I get a message that indicates "bad passwords", then the session terminates. I can log on to the console. I have verified the configuration for the "vty" ports. Login is specified as well as a password. If I remove this password, then the telnoet session indicates, as it should that a password is required but not set. As soon as I set a password, the symptom returns. The screen capture below shows the output.

what is the exec-timeout value in vty lines....?

make sure that you have the password the same on ALL vty lines ,
what does the config of the vty lines look like

Looks like an incorrect session setting.
Please try a different terminal type in your emulation. (i.e. VT220, VT320)
Disable anything with graphic characters.
You could also try a different telnet program.

I have tried Reflections, Rhumba and windows telnet. All work the same.

I has the same problem with a 3548 switch I found upgrading the IOS did the trick.

try set the idle timeout.....
3548(config-line)#timeout login response ?
<0-300> Timeout in seconds
then try again...
