TFTP file transfer

What is the maximum file size that can be downloaded from a tftp server to router? I want to netboot my 3662 router to IOS 12.2.11T6 and added the command "boot system tftp c3660-is-mz.122-11.T6.bin 10.0.0.207", then next in line "boot system flash". The reload boots the router from flash, and not tftp. TFTP is running and filename is spelled correct. The IOS file size is 16,099,840 bytes (15.3 MB).

I guess I saw somewhere that TFTP downloads only upto 16mb, above that we need to use FTP. Can someone plase confirm, and if there is some document on this?

You can use Pumpkin TFTP to do over 16meg with no problems. It's the only TFTP server I use.
