Question:
How do I copy an IOS image to a brand new mimi-flash
card from a 1720 router. The card has no image so at
boot up I'm unable to enter normal tftp functions.

You need to use the xmodem upload feature over the console cable, using terminal.
From rommon you type:
xmodem -c c1700-xx-mz.xxx-xx.bin and then upload the file with xmodem from your preferable terminal.

Question : when executing the
xmodem -c c1700-xx-mz.xxx-xx.bin COMMAND will
the process find my file located on my TFTP desktop server. Or do I have to do anything else ?

You have to tell Hyperteminal to Send File.

I'm not sure which proceedure the 1700 uses, but it is one of these. I highly recommend you increase the baud rate on your console if you feel comfortable doing so, else you are in for a long wait while the ios uploads.
