throttling NT file transfers on WAN link?

I have a staging group at my organization that has been doing massive NT to NT file transfers across the T1 and hindering other user's work.

Any ideas on how to throttle these guys back (They are on a separate ethernet interface?

One of the problems is that MSFT dynamically negotiates file transfer ports, so it is difficult to control them.

You can use rate limiting, with access lists. The ACLs would determine, which traffic to be rate limited. In the Access lists specify the subnets under which the NT machines fall.
